FLAGLER BEACH, Fla. (NBC) -- Police in Flagler Beach, Florida are considering charges against a man who shot his neighbor to death during a dispute over a barking dog.
Investigators say Paul Miller, 66, admitted to firing several rounds at his neighbor, Dana Mulhall's, home just after 6 p.m. on Wednesday.
Three of those shots hit 52-year-old Mulhall, killing him.
Detectives said that the victim complained to Miller about his barking dog just minutes before the shooting.
Miller says that Mulhall appeared to reach for something behind his back during the argument, causing Miller to open fire, according to investigators.
Police said they have not filed charges against Miller yet because they are looking into the history between the neighbors.
Friends of Mulhall's are outraged that Miller is not behind bars.
"Very outrageous," said Leona Grant. "It would be one thing if he shot at him, but he actually shot the guy three or four times.
